BT is to invest £1.5bn over the next four years in a nationwide fibre-optic network which would boost internet speeds to 40 - 100 megabits per second. Telecoms editor Andrew Parker analyses the conditions that BT has stipulated before it will commit and what it means for the company's competitors.
