Europe builds bailout deal

European ministers have agreed that banks will share the costs of future bank bailouts. Governments are to start saving resolution funds, but these could take 10 years to build. Lex’s Nikki Tait and Oliver Ralph discuss whether the plans leave banks and their investors worse off.
