Alexander Stubb, Finland's foreign minister, talks to Quentin Peel about the war in Georgia. Mr Stubb argues the situation has improved since the ceasefire but he does concede that Russia should allow observers into South Ossetia. Mr Stubb claims that the war has been a positive exercise for the EU and that there can be a vigorous common European foreign policy.
