That would be 18 months well spent

Sir, If Ed Miliband becomes prime minister in 2015, he proposes to freeze energy prices for 18 months, during which time he will devise and introduce revised powers and responsibilities for a reformed regulator.

Why does he not use the 18 months before the election to formulate his proposals and include them in his party’s manifesto?
