Sir, You are right to suggest, in your editorial “America’s dilemma over Russian cyber attacks” (October 14), that international agreements on the rules of conduct in cyber space are necessary. We realised it long ago, when Moscow proposed to Washington to hold consultations on the issue. The Americans refused — and today they are vociferous about the recent “hacking”, even without bothering to produce specific proofs of Russian involvement.

What is abundantly clear is that cyber space is now a segment of critical infrastructure and all the players should behave there accordingly. Russia is ready to investigate any case together with the US. But we do not see any political will.
