Reading yet again about the UK’s productivity performance I cannot avoid recalling an observation made by one of my undergraduate lecturers, Robin Matthews, in 1977.

He said then that Britain had had a productivity problem for 100 years, that lots of policies had been tried, and none of them had worked.
