Sir, If our chancellor is right to reduce corporation tax and resist raising top tax rates because otherwise entrepreneurs would flee the country or stifle their entrepreneurial spirit, then he is wrong to close tax loopholes and introduce tax avoidance legislation; for, by parity of reasoning, such measures should also encourage the flight or the stifling.
