Politicians in Indonesia are generally regarded as arrogant, inefficient and corrupt. But Tri Risma Harini, the mayor of Surabaya, is one of a handful who stand out with a track record of clean governance, transparency and delivery. That record could see her catapulted into higher office in the future. The FT's Ben Bland talks to the mayor and visits her city.
