Andrew Sukawaty, chief executive of Inmarsat, said the UK satellite operator was considering launching either a pan-European radio or TV service in partnership with a mobile phone operator or media company.
Mr Sukawaty said Inmarsat was in talks with a number of companies about the possibilities of launching a service using satellite spectrum that the company was awarded by the European Commission earlier this year.
