Wen Jiabao, the Chinese premier, has delivered a list of proposals to revive the economy and boost consumption but still left many questions about the fiscal stimulus plans unanswered.
Mr Wen told the opening on Thursday of the National People’s Congress, China’s rubber-stamp legislature, the budget deficit would reach Rmb950bn ($138.8bn, €110.7bn, £98.5bn) – almost 3 per cent of this year’s expected gross domestic product. This compares with a deficit of Rmb180bn in 2008.
