Since ancient times Chinese rulers have made a point of not letting senior officials stay too long in one position, a policy that prevents the mandarins from becoming too comfortable and keeps them obedient.

So perhaps nobody should have been surprised when the authorities last month suddenly launched an unprecedented – and unexplained – reshuffle of the leaders of the country’s big telecoms operators.
