Leaders set for tough negotiations

European leaders are bracing themselves for a "three shirt" Brussels summit this week, as talks on a scaled-back version of the European Union's constitutional treaty entered their final leg.

Delegations are hastily booking hotels in Brussels for an extra night in expectation that talks scheduled for Thursday and Friday will run into Saturday morning, for a showdown billed by one EU diplomat as "croissants at dawn".
