Conservatives wary of Labour ‘trap’

Gordon Brown’s hopes of sowing discord in Conservative ranks with the new 50p top rate of tax was showing modest signs of success on Thursday, in spite of a widespread Tory recognition that the move was a political elephant trap.

George Osborne, shadow chancellor, has walked around the issue by indicating a Tory government could not afford to repeal the new top rate, aimed at people with incomes above £150,000.
