Secretive national lobbying of Brussels by European Union governments was condemned on Tuesday in a “groundbreaking” court judgment that could radically alter the way laws are made in the bloc.

The EU’s highest court ruled that national administrations could not prevent the European Commission publishing correspondence between them except on very narrow grounds.
