Property law: Lack of rights holds back poor

For the past four years, Mohamed Hassan has been trying to register ownership of his house in a relatively well-to-do neighbourhood of Cairo. But fresh obstacles emerge every time his lawyer thinks they’re close.

To comply with the regulations, Prof Hassan has had to get rid of two additions to the building’s original design - a servant’s room in the yard and an external staircase. After much to-ing and fro-ing of inspection committees, that bit is behind him.
