Bush fails to hold sway over events

George W. Bush's original plans for the past couple of days were wholly fitting for a president nearing the end of his time in office.

Meetings with the Indian and British prime ministers and the presidents of Pakistan and Afghanistan, a speech at the Smithsonian museum of natural history on the US ocean action plan - the schedule could hardly have been more statesmanlike or more detached from the political fray.
