The withdrawal of US troops from Iraq’s towns and cities from Tuesday is, by any measure, an important milestone. The occupation authorities have many times before announced the restoration of sovereignty to Iraqis. This is more like the real thing.

Whether it will lead to Iraqis working together to rebuild their shattered state is another matter.
