Rumsfeld digs in as White House prepares for further shake-up

The appointment of Rob Portman as White House budget chief yesterday could be the first of a broader series of changes at the senior levels of the Bush administration, Republican sources said yesterday.

Donald Rumsfeld, the US defence secretary who last week took a barrage of criticism from retired generals over his handling of the Iraq war, yesterday insisted he would not be one of the them, defending his tenure at the Pentagon and rejecting calls to resign.
