Politics: Patronage puts democratic reform on the back burner

The Qatari emir, Sheikh Hamad bin Khalifa Al Thani, has drawn up two grand visions for external consumption since he rose to power in a palace coup in 1995: Qatar as the world’s biggest gas exporter and a bastion of democracy in the Gulf.

Progress towards becoming an economic powerhouse has been swifter than political liberalisation and it may be this financial stability that has delayed democratic reforms.
