Network Rail could pick up bill for all late trains

Network Rail could be held to account for all late trains under a revamp of the performance payment system.

The owner and operator of the rail infrastructure might be made responsible for overall train performance to reflect the wider responsibilities it is to assume under the rail review, said Chris Bolt, head of the Office of Rail Regulation.
