Federal fraud charges take the sheen off Daley's image

Richard M. Daley, Chicago's mayor, has spent 16 years in office building up a formerly crime-ridden city into what many of his peers across the US acknowledge as the country's best-run metropolis.

He has ordered the construction of parks, coaxed middle-class suburbanites back to the city centre and attracted the likes of Boeing, the US aerospace group, to plant its headquarters in the Midwest's biggest city.
