Berlin accused of capitulating to industry in carbon emission targets

The German government yesterday adopted new carbon emission targets it said would allow it to meet its commitment under the Kyoto protocol, dismissing criticism from the opposition and environmentalists.

The European Union's fledgling emissions trading scheme was rocked earlier this year by concerns that many member states, including Germany, had overestimated their likely emissions, weakening the incentive to reduce them. The second round of plans will reveal whether governments have raised their ambition.
