As stock markets tumbled and banks in Europe and the US folded, Nakheel, a Dubai state-owned developer, announced in October that it intended to build a kilometre-high tower.

Dubai is already the site of the world’s tallest tower, the Burj Dubai which is being built by Emaar, a domestic competitor to Nakheel.
