Ministers are determined to push the government's controversial gambling bill through parliament, even if it means waiting until after the election to do so, say senior Whitehall officials.
Tessa Jowell, culture secretary, could face a tough battle with the House of Lords when the bill returns to parliament this week after clearing the Commons. There are fears industry lobbyists may persuade peers to delay the bill's passage by arguing for changes that are unacceptable to ministers.
