During his tour of the Middle East this year, George W. Bush, the US president, chose Abu Dhabi as the destination to deliver what was hyped by the White House as a signature speech on “democracy and advancing freedom”.
The point was not lost on some observers that the US leader had picked a nation with one of the least developed set of political institutions in the region.
