The Czech government told the European Union on Tuesday that it hoped to ensure ratification of the bloc’s Lisbon treaty by drafting a declaration that would satisfy last-minute objections raised by Vaclav Klaus, the Czech president.
The announcement by Jan Fischer, the Czech prime minister, drew a guarded response from EU leaders. Fearful that the Eurosceptic Mr Klaus might be contemplating still more stratagems to derail the treaty, they said they wanted him to sign it as soon as possible.
