Skilled staff reluctant to move in Europe

European Union policies to plug skills gaps by encouraging greater mobility of professional staff between member states are failing, according to a survey of employers.

The ability to transfer key skills across countries was identified as essential at the European Council meeting in Lisbon in 2000 if the EU was to achieve its objective of becoming the most dynamic and competitive market in the world by 2010.
