Lord Carter will be unable to declare agreement this week between Channel 4 and the BBC over a proposed joint venture because the two sides are still some distance apart, the Financial Times has learned.

The extenuated process has also caused cracks to appear in the previously unanimous support of C4’s board for the proposal, aimed at securing its financial future, according to people close to the process.
