The US announced plans yesterday to grant Georgia $1bn in reconstruction aid after its conflict with Russia last month.

In a move that coincided with a trip to the region by Dick Cheney, the US vice-president, Condoleezza Rice, the secretary of state, said the support would help rebuild infrastructure that was destroyed by Russian forces.
