Brown's attack on carousel fraud thwarted

Gordon Brown's attempt to tackle the growing problem of carousel fraud was blocked by France amid growing tension in Brussels yesterday.

The chancellor's proposal to adopt a "reverse charge" system on high-value, low-volume goods such as mobile phones and computer chips, which are at the centre of a carousel fraud, was thwarted at the Ecofin council of finance ministers.
