Israel and the Palestinians on Tuesday agreed to launch immediate talks to secure a peace agreement by the end of next year and the creation of a Palestinian state.

President George W. Bush made the announcement as he opened an international meeting on the Middle East only minutes after winning agreement to the wording of a joint statement from Ehud Olmert, Israeli prime minister, and Mahmoud Abbas, Palestinian Authority presiden
