Tories warn on spending plans

A Conservative government would find it “politically extremely difficult” to cut the overall level of public spending, rather than simply restrict its growth, Philip Hammond, shadow chief secretary to the Treasury, said on Monday.

Mr Hammond also signalled strongly that the Tories would not reverse the 45 per cent rate of income tax on people earning more than £150,000 ($222,896) from 2011, which was announced in last week’s pre-Budget report.
