Buffett plan would take the best from bond insurers

Warren Buffett has been eyeing the US municipal bond market for decades.

The troubles at the biggest US bond insurers - Ambac, MBIA and FGIC - are now offering the billionaire investor and his Berkshire Hathaway holding company a chance to enter the market. He only wants the low-risk part of the bond insurance universe, however, not the risky structured products linked to rising subprime mortgage losses.
