Merkel rejects bid to salvage treaty

Angela Merkel, the German chancellor, said yesterday the time was "not ripe" for an initiative to salvage the EU constitutional treaty.

Germany will take over the rotating, six-month presidency of the EU next January. It has little hope of reaching a breakthrough on the treaty before the French presidential election this time next year.
