The Lebanese government’s proposal to deploy 15,000 troops in the south of the country to end the fighting between Israel and Hizbollah received a cautious international welcome on Tuesday, but doubts were expressed about their capacity to police a ceasefire alone.
Ehud Olmert, the Israeli prime minister, described the proposal as an “interesting step” but said the Israeli security cabinet would on Wednesday discuss expanding its military operations in Lebanon.
