Abraham outlines catalogue of failures

A litany of failures by government regulators is laid bare in yesterday's report by the parliamentary ombudsman into Equitable Life.

Uncompromisingly titled "Equitable Life: a decade of regulatory failure", it identifies "serial regulatory failure" from the end of the 1980s to December 1 2001, when the period covered by Ann Abraham's investigation ended.
