UN carbon tax advocacy opens old wounds

The United Nations threatened to reopen a long-settled debate on Tuesday on whether carbon trading or taxation was more effective in tackling climate change, risking damaging disagreements in the run-up to a crucial conference on the future of the Kyoto protocol.

The UN Development Programme criticised the European Union’s emissions trading system and questioned the efficacy of the Kyoto protocol in its report, “Fighting climate change”, released on Tuesday.
