Hopes pinned on regional integration to end aid dependence

Rwanda is one of Africa's most remarkable recovery stories, but it is coming up against limits to its growth. "I see Rwanda as a rocket," says Moustapha Soumaré, United Nations resident co-ordinator in Rwanda. "But the boosters are not rocket boosters."

The main constraints are a scarcity of qualified and skilled people, a narrow agricultural base, shortage of energy supply to support its aspirations as a modern service economy, and dependence on external financial support.
