Carbon permits ‘too cheap to bite’

Carbon prices would need to be four times higher than current levels for the European Union to achieve its carbon emission reduction targets under phase two of its trading scheme, claims a report released on Tuesday.

Carbon prices would have to rise to €40 a tonne to cut emissions by 8 per cent in the second phase, from January 2008 to December 2012, according to the report from Global Energy Decisions, energy consultants.
