Plan sets out to reduce monthly bills

The Obama housing plan sets out to mitigate the price crash by helping many, but not all, struggling homeowners to stay in their homes and avoid foreclosure.

It aims to help over-indebted households cope by keeping debt service costs low while allowing time for incomes to rise gradually, hopefully with the assistance of a partial recovery in house prices.
