In 2006, Dr María Eugenia Anguiano, a professor of social science at Mexico’s Colegio de la Frontera Norte, found a packet of leaflets at a bus station in Puebla, south-east of Mexico City.
The leaflets were advertising “immigration” packages from Oaxaca or Acapulco, with a flight to Altar, Nogales or Agua Prieta – all towns on Mexico’s northern border – with a taxi transfer to a bus terminal and an “onward” bus ticket included in the price.
