Paraguay leader plans energy incentives

Fernando Lugo, Paraguay’s president-elect, is considering offering free energy to potential investors and selling stakes in public monopolies to boost economic development in a country held back by corruption.

The 56-year-old former bishop, who takes office in August, said his priority was to turn the strong economic growth that Paraguay is enjoying thanks to the commodities boom into jobs and investment.
