Tory donor fails to force EU referendum

Stuart Wheeler, the spread-betting multimillionaire and Tory party donor, on Wednesday lost a High Court battle to force the government to hold a referendum on the European Union’s Lisbon reform treaty.

Two senior judges ruled that there was “nothing’’ in the claimant’s case to cast any doubt on the lawfulness of ratifying the treaty without a public vote.
