Looking to local people to target scarce funds

“My report doesn’t have £5bn of savings at the end of it,” said Sir Michael Bichard, a former Whitehall permanent secretary and one of the five outside experts brought in to drive the government’s efficiency review.

“But if we get this right, there is the potential to produce much more than £5bn of improvement.”
