A development package for the world’s poorest nations was initially billed as one of the few tangible outcomes achievable at this week’s WTO ministerial meeting in Hong Kong and an important demonstration that the WTO could serve developing-country interests.

Failure to agree on the relatively modest package would thus be a big setback for the other Doha round negotiations.
