Role of government: The quest for the best mix

Do governments in developing countries need to facilitate private enterprise? Or should they just get out of the way?

For decades, the state was touted as the main agent of growth in developing countries, providing finance by owning the banks, running the commanding heights of the economy and planning its future direction. But a series of horrendous failures in governance, particularly in Africa, led to a sharp change in tack and wholesale campaigns of privatisation.
