SEC inspector-general testifies over Madoff

Investment manager Bernard Madoff appeared for a bail hearing in a New York court on Monday, as a congressional committee convened to examine regulatory failures in the run-up to the scandal.

The House of Representatives’ financial services committee was to hear testimony from the Securities and Exchange Commission’s inspector-general as well as investors in what Mr Madoff described as a Ponzi scheme.
