Brown must back more open World Bank procedure

Sir, For five years the UK has been advocating a proper process for appointing the head of the World Bank. This is important because Britain (and other countries) are increasing foreign aid and must find ways to deliver it efficiently. The World Bank was created to do this. But by appointing (and controlling the reappointment of) the president, the US shapes the priorities, staff promotions and mission of the bank.
