Ask the Home Office a simple question. Has a business case, or a cost/benefit analysis, been drawn up for the planned split of this great department of state into a justice and an interior ministry?

The answer from a beleaguered press officer is so long and evasive that it would fill the rest of this column.But with three weeks to go and the budgets for the two departments still to be settled, it boils down to "No".
