Barroso calls for less talk and more action

José Manuel Barroso, European Commission president, on Wednesday mapped out a three-year plan to salvage the wrecked European Union constitution, but said the first priority should be policy delivery not more institutional wrangling.

Mr Barroso set out a series of measures to rebuild confidence in the EU, including asking heads of government to restate their commitment to Europe next year to mark the 50th anniversary of the union’s founding Treaty of Rome.
